Below is a list of the best, completely free image converters I've used. My favorites are online services because I can use them to convert images through my browser without having to download the program, but I've also listed desktop apps because they have their own advantages.
I stumbled upon Image Candy relatively recently and just had to include it. It's a site with tons of free online tools, one of which is an image converter. It supports tons of input formats and will even convert images that are up to a whopping 2GB in size.
In addition to its ability to convert huge files, I want to recommend this converter because it is so easy to use. Simply upload one or more images to the site, rotate any of them if necessary, and then choose from any of the supported output formats. You can download each converted file individually or together in one archive.
